John reaffirmed his view that the government should change its rules to give Councils the power to borrow money to invest in Council Housing rather than forcing stock transfers or setting up Housing Companies. John believes that Tenants in Manchester should be offered real choice in the debate about how best to fund much-needed improvements to their homes, instead of the very limited choices on offer from the current Government.
